Texas County Lifts Data Center Moratorium Following $100 Million Lawsuit
Hill County, Texas, ended its temporary data center moratorium after RCM Hill, LLC filed a federal lawsuit seeking $100 million in damages. This case reflects the rising tension between local regulations and the rapid expansion of data centers, especially those supporting AI infrastructure.

Hill County commissioners voted unanimously to rescind a newly enacted moratorium on data center projects just two weeks after its implementation. The decision followed a $100 million lawsuit filed by RCM Hill, LLC, which claimed the moratorium violated its lawful rights and could jeopardize its plans for an $80 million data center on over 800 acres.
In lieu of the moratorium, the county will implement a checklist for future data center proposals. This incident highlights the balancing act for rural Texas communities between attracting technological investment and managing the implications of increased energy consumption and resource demands associated with data centers and AI infrastructure. The outcome of the lawsuit remains uncertain after the moratorium's removal.
