Texas ranks 7th overall in the Tax Foundation's 2025 State Tax Competitiveness Index and has no individual income tax, making it attractive for businesses compared to New York and California, which have higher tax burdens. Additionally, Texas is set to construct two-fifths of the country's utility-scale solar capacity this year, further enhancing its appeal for data centers.
