Texas Senate Bill 6 Restructures Energy Management for Large Load Customers in ERCOT
Texas has enacted Senate Bill 6 (SB6), effective immediately, which shifts energy management costs and obligations to large-load customers in the Electric Reliability Council of Texas (ERCOT) region. The law, signed in June 2025, targets facilities interconnecting after December 31, 2025, particularly data centers with loads of 75 MW or more.
These customers must cover grid-connection costs, including a minimum $100,000 fee for transmission studies. Interconnection applications require proof of site control and financial commitment. SB6 also mandates remote-disconnect capabilities for new connections and directs the Public Utility Commission of Texas and ERCOT to create demand-response and reliability standards.
While the bill introduces new responsibilities, industry experts anticipate minimal resistance from data centers. The evolving regulatory landscape aims to address growing power demands while ensuring that residential ratepayers are not burdened with excess costs.
