TikTok Seeks Central Bank Approval to Operate as Fintech in Brazil
TikTok is pursuing regulatory approval from Brazil's Central Bank to offer loans and payment services. This move marks TikTok's expansion into financial services, following its existing payment operations in China through Douyin Pay.

TikTok has requested two licenses from Brazil's Central Bank: one for electronic money issuance and another for direct credit society operations. The electronic money license would enable TikTok to provide digital payment accounts for users, while the credit society license would allow the platform to issue loans and facilitate borrowing.
A meeting occurred on March 31, 2026, between ByteDance executives, including Global Payments Head Liao Baohua, and Central Bank President Gabriel Galípolo. TikTok's expansion plans include a data center in Ceará, with an investment exceeding R$ 200 billion. This development may heighten competition with existing financial services in Brazil and reflect ongoing regulatory challenges.
