Tokyo Government to Survey Seabed for Offshore Wind Power Near Izu Islands
The Tokyo metropolitan government will conduct a seabed survey to support offshore wind power development near the Izu Islands starting April 2026. This initiative aims to facilitate entry into the wind power sector, addressing previous profitability concerns that caused companies to withdraw from similar projects. Tokyo plans to develop offshore wind power with a capacity of 1 gigawatt by fiscal 2035, enough to supply electricity to about 900,000 households. The government will invest ¥9 billion over two years for the survey and cable-laying plan.

The planned offshore wind farm will have a capacity of 1 gigawatt, sufficient to power approximately 900,000 households, and is expected to be operational by fiscal 2035. The government will allocate ¥9 billion over two years for this project, which includes planning and drilling surveys. Currently, wind power contributes about 1% to Japan's energy mix, with goals to increase this to 4-8% by fiscal 2040.
