The Ukrainian Defense Ministry has established a new licensing procedure for defense technologies, allocating at least 25% of licensing revenue to military developers. This initiative allows military inventions to enter mass production via a transparent paid licensing system, with remaining funds directed to military R&D and defense innovation.
It broadens the market for technologies owned by various defense forces components and introduces competitive rules for intellectual property management. The funds will support the units where the technologies originated, enhancing R&D capabilities.
This initiative is expected to accelerate commercialization of developments and strengthen partnerships between the state and private defense enterprises. Risks include ensuring fair distribution and effective use of funds.
