Ukraine's SBU Uncovers Hungarian Spy Network Targeting Military Positions in Zakarpattia
The Security Service of Ukraine (SBU) has unveiled a Hungarian intelligence network led by officer Zoltán Andre, operational in Zakarpattia Oblast in 2025. Two members were detained for gathering military intelligence and assessing public sentiment regarding a potential Hungarian military intervention. Andre, who previously operated under diplomatic cover in Georgia, personally recruited agents, offering incentives for cooperation. The SBU is actively identifying additional members of the network for prosecution.

The Security Service of Ukraine (SBU) has identified a Hungarian espionage network led by military intelligence officer Zoltán Andre in Zakarpattia Oblast, with operations revealed in 2025. The SBU detained two members who were collecting intelligence on military defenses and public reactions to possible Hungarian intervention.
Andre, who operated under diplomatic cover in Georgia from 2016 to 2020, began recruitment efforts in Ukraine in 2021. He activated a former serviceman to gather intelligence on Ukrainian air defense positions in September 2024.
Andre targeted military personnel for recruitment, promising financial rewards and benefits. The SBU continues to investigate and apprehend all members of the network.
