The U.S. Army has announced Project Janus, aiming to deploy advanced nuclear reactors on military installations by fall 2025 in collaboration with the Department of Energy (DOE). This initiative is part of a broader effort to leverage federal authorities for nuclear deployment, driven by Executive Orders 14299 and 14301.
The DOE can construct reactors for internal purposes without Nuclear Regulatory Commission (NRC) licensing. In contrast, the Department of War (DOW) can authorize military reactors exempt from NRC regulation. Project Janus will utilize Other Transaction Agreements for execution, raising issues of nuclear risk indemnification as it falls outside typical DOE and NRC frameworks.
