U.S. DOE Launches Nearly $1 Billion Funding Initiatives for Critical Minerals Production

On August 13, 2025, the U.S. Department of Energy (DOE) announced four significant funding initiatives aimed at bolstering domestic production, processing, and recycling of critical minerals and materials, with a total proposed investment of nearly $1 billion. This initiative aligns with the DOE's objectives to enhance U.S. supply chains, promote energy independence, and lessen reliance on foreign entities of concern (FEOCs).

The cornerstone of this funding opportunity is a $500 million Battery Materials Processing and Battery Manufacturing and Recycling Grant Program, marking the third funding round under Section 40207 of the Infrastructure Investment and Jobs Act (IIJA). This round emphasizes projects that process, recycle, or manufacture essential minerals such as lithium, graphite, nickel, and rare earth elements. Priority will be given to applicants who can demonstrate a commitment to sourcing materials domestically and avoiding exports to FEOCs, as defined by the DOE's May 2024 interpretive rule.

Alongside the flagship program, three additional Notices of Intent (NOIs) will target gaps in the supply chain, focusing on rare earth element demonstration, byproduct recovery, and mid-stage technology acceleration. Selected projects are expected to achieve commercialization between 2028 and 2030 and will require partnerships to develop pilot-scale facilities that utilize unconventional feedstocks, such as coal waste and e-waste.

Moreover, the DOEás Advanced Research Projects Agency-Energy (ARPA-E) will announce awardees for its $40 million RECOVER program, aimed at extracting ammonia and critical metals from wastewater, ultimately striving to replace a significant portion of domestic ammonia supplies.
