US R&D Cuts Threaten Technological Competitiveness Against China

Proposed cuts for 2026 involved a 21% reduction in non-defense R&D, although Congress approved only a 5% cut. The administration's actions have targeted elite universities, freezing billions in funding, while also revoking around 8,000 international student visas, resulting in a 19% drop in international student enrollment.
China, in contrast, increased R&D funding by 8.3% in 2024, attracting foreign researchers and surpassing the US in patent applications. The US's decline in scientific talent and funding threatens its global competitiveness and innovation capacity.
