Vietnam Accelerates Rooftop Solar and Battery Storage Policies
Vietnam's Ministry of Industry and Trade is drafting new policies to enhance rooftop solar incentives and battery storage investments, aiming for 10,000-16,000 MW of storage capacity by 2030. Revisions to the Electricity Law are underway to streamline regulations and facilitate renewable energy growth, although direct subsidies for rooftop solar remain unfunded.

Vietnam's Ministry of Industry and Trade (MoIT) is developing policies to enhance rooftop solar and expand battery energy storage investments, targeting 10,000-16,000 MW of storage capacity by 2030. Decree No. 243/2026/ND-CP, issued on June 26, aims to amend regulations for direct power purchase agreements and renewable energy development, supporting solar deployment.
Currently, financial constraints hinder direct subsidies for rooftop solar systems despite proposals for partial state-funded support and preferential loans. The MoIT is also prioritizing battery storage in northern Vietnam due to supply-demand pressures.
No immediate plans exist for time-of-use electricity pricing for residential customers, although studies are ongoing. The Electricity Law amendments aim to enhance regulatory clarity and effectiveness in supporting renewable energy initiatives, with implementing regulations being drafted concurrently.
