Virtual Hearing for Two Rivers Solar Farm Scheduled in Massena and Brasher
A virtual public hearing for the Two Rivers Solar Farm proposal will take place on April 29 at 1 p.m. The project aims to build a 200-megawatt solar facility across 1,000 acres, creating 150 construction jobs and two to three permanent positions post-completion.

The Public Service Commission will host a virtual hearing on April 29 at 1 p.m. regarding the Two Rivers Solar Farm, which seeks a Certificate of Public Convenience and Necessity. Proposed by Boralex in 2021, the 200-megawatt facility is expected to generate significant local economic benefits, including tax revenue for Brasher, Massena, and the St.
Lawrence Central School District. The project includes a substation connecting to the New York Power Authority's infrastructure. While 150 construction jobs are anticipated over 16 months, the number of long-term positions remains under scrutiny.
The initiative is part of New York's broader clean energy goals, which have faced criticism. Employment discussions highlight the creation of 1,900 jobs across 26 state-approved projects, although permanent positions may be limited.
