Zambia Initiates Successor Local Content Strategy with ECA Support
The Government of Zambia, in collaboration with ECA, is developing a new National Local Content Strategy (NLCS) to enhance local industrialization. This initiative aims to prioritize Zambian goods and services, with ambitious targets for copper and maize production by 2031.

On April 7, 2026, the Zambian Government's Ministry of Commerce, Trade and Industry commenced a consultative meeting to establish a successor National Local Content Strategy (NLCS) with assistance from the ECA SRO-SA. The strategy aims to reinforce Zambian production amid a broader industrialization agenda, emphasizing local goods and services.
Key sectors include Electric Vehicles, Agro-Processing, Textiles, and Pharmaceuticals, with targets to increase copper production to 3 million tonnes and maize output to 10 million tonnes by 2031. The process will also establish essential linkages with continental frameworks. This initiative may significantly enhance local economic resilience and job creation in Zambia.
