The 1103rd Infantry Brigade is collaborating with the National Irrigation Administration (NIA) and barangay local government units in Sulu to enhance water security. On February 20, 2026, the brigade provided logistical and security support to the NIA-Zambasulta team for inspections and surveys of irrigation facilities.

Led by Engineer Frazel Hassan, the team assessed the operational status of these facilities to gather data for future water system projects. This partnership aims to improve agricultural productivity and promote economic stability in the province, reflecting the Philippine Army's commitment to socio-economic development and inter-agency cooperation.
