The American Chamber of Commerce in Azerbaijan (AmCham) has proposed the creation of a national roadmap for quantum technologies in Azerbaijan. The roadmap is intended to span 10-15 years and encompass research, education, and industrial applications.

AmCham emphasizes that countries leading in quantum technologies will have significant advantages in cybersecurity, economic innovation, and defense. Currently, Azerbaijan lacks a formal strategy and skilled research institutions in this field.

Recommendations include establishing a national research and innovation institute focused on quantum computing and cryptography, integrating quantum physics and algorithms into university curricula, and gradually implementing post-quantum cryptography following NIST standards. Additionally, AmCham suggests creating an innovation sandbox for quantum developments and enhancing Azerbaijan's involvement in global quantum technology collaborations.
