Minister Mkhitar Hayrapetyan attributed this rise to comprehensive reforms designed to enhance attractiveness for defense companies, including a new framework for R&D projects that allows for a step-by-step development approach.

The new framework for R&D projects introduced technology readiness levels, enabling companies to develop complex projects incrementally with initial small funding. This approach supports startup companies in maturing their projects and becoming established entities within the industry.
