Army Officials Express Concerns Over GD-OTS's 155mm Production Delays at Mesquite Facility
The Army's acquisition chief, Brent Ingraham, criticized General Dynamics Ordnance and Tactical Systems for delays in producing 155mm artillery projectiles at the Mesquite, Texas facility. Despite plans to ramp up production to 100,000 shells per month, the plant has yet to produce any projectiles two years post-agreement. Currently, the Army is limited to 56,000 shells monthly and is negotiating with GD-OTS regarding the contract. Officials have indicated a willingness to consider termination of the contract if progress is not made.

Brent Ingraham, Assistant Secretary of the Army for Acquisition, expressed dissatisfaction with General Dynamics Ordnance and Tactical Systems (GD-OTS) over production delays at the 155mm artillery projectiles facility in Mesquite, Texas. Since its opening in 2024, aimed at producing 100,000 shells monthly, the facility has not produced any projectiles.
The Army currently manufactures 56,000 shells per month and is still negotiating with GD-OTS regarding the contract. Army officials are considering termination of GD-OTS's oversight if no progress is made towards the production goals.
