Australian Government Centralizes Defence Capability Functions Under VCDF and Creates New Defence Delivery Agency
The Australian government announced a significant reform in December 2025, centralizing defense capability functions under the Vice Chief of the Defence Force by 2027. This restructuring merges several groups into a new Defence Delivery Agency aimed at improving project delivery and fund efficiency, while raising concerns about the future independence of capability contestability under military oversight. Critics warn that without learning from past mistakes, the reform could replicate historical failures in defense management.

In December 2025, the Australian government announced a major reform of its defence organization, centralizing capability development and acquisition functions under the Vice Chief of the Defence Force (VCDF) by 2027. This reform combines the Capability Acquisition and Sustainment Group (CASG), Naval Shipbuilding and Sustainment Group (NSSG), and Guided Weapons and Explosive Ordnance Group (GWEO) into a new autonomous Defence Delivery Agency (DDA).
The aim is to enhance performance in project delivery and ensure efficient use of funds. Concerns remain regarding the future of capability contestability, which has been primarily independent and civilian-led.
The current changes raise questions about the independence of contestability if it falls under military oversight, potentially compromising its effectiveness. The government’s reform mirrors past structures, raising the risk of repeating historical mistakes if lessons from previous reviews are not applied.
