Bulacan Aerotropolis Development Advances with Economic Zone Legislation
The Bulacan Aerotropolis is poised for growth following the passage of RA 11999, enabling a self-sustaining economic zone. This initiative aims to attract high-tech industries and enhance export capabilities, addressing competitiveness challenges in the Philippines.

The revised Bulacan Special Economic Zone and Freeport Act (RA 11999) became law in 2024, facilitating the development of the NMIA as an Aerotropolis. This 2,500-hectare project aims to enhance the Philippines' economic competitiveness by attracting industries such as semiconductors and electric vehicles, with direct links to the airport and a seaport.
The economic zone will operate independently, managing its own utilities to mitigate high electricity costs, and aims for a 'zero-outage' environment through local energy generation. Infrastructure improvements, including expressways and a rail system, are designed to support rapid cargo movement, crucial for industries like electronics. The success of NMIA hinges on its ability to convert infrastructure activity into sustained economic value rather than merely increasing passenger traffic.
