Changes in Brazil's Capacity Auction Favor Existing Thermal Power Companies
Brazil's recent changes to capacity auction rules are designed to benefit existing thermal power companies, particularly gas-fired plants, by easing gas transportation contracting requirements. Petrobras plans to offer 2.9 GW of thermal capacity in the upcoming auction scheduled for March 2025, which will include participation from various energy sources. Additionally, regulatory updates will enhance consumer influence on electricity tariffs starting January 2027, while the Proinfa program for alternative energy sources has been extended by up to 20 years.

Positive market reaction followed the announcement of changes to the capacity reserve auction rules in Brazil, benefiting companies with existing thermal power plants. The new regulations aim to make gas-fired thermal plants more competitive by relaxing gas transportation contracting obligations, thus reducing fixed revenue contributions in bids.
Petrobras plans to offer 2.9 GW of thermal capacity, as the auction is set for March 2025 after a previous cancellation due to legal disputes. The auction allows participation from existing coal, natural gas, oil, and diesel plants, as well as new gas plants and hydroelectric expansions.
Additionally, regulatory changes approved by Aneel will enhance consumer influence on electricity tariffs starting January 2027. The government has also extended the Proinfa program for alternative energy sources by up to 20 years.
