China's CNIPA and MIIT Release Guidelines to Enhance Intellectual Property Protection in Photovoltaic Industry

On December 31, 2025, China’s National Intellectual Property Administration (CNIPA) and Ministry of Industry and Information Technology (MIIT) issued guidelines to strengthen intellectual property protection in the photovoltaic industry. The guidelines outline 11 key tasks aimed at fostering innovation, enhancing patent filing quality, and improving the overall intellectual property environment.

By 2027, the initiative seeks to significantly boost the industry’s patent reserves and improve the handling of patent disputes. Key actions include promoting high-quality patent filings, enhancing patent examination efficiency, and establishing a collaborative protection framework.

The initiative also focuses on enhancing enterprises' intellectual property capabilities, strengthening overseas risk response, and improving trademark management. A coordination system among various authorities will be established to ensure effective implementation of these measures.
