Chinese Navy's Submarine Developments and Infrastructure Expansion in 2025
In 2025, the Chinese Navy is transitioning to nuclear-powered submarines, with the Bohai shipyard set to produce seven Type 09IIIB submarines by late 2025. The fleet may comprise six Type 09III/A-SSNs and six Type 09IV/A-SSBNs, while conventional submarine construction has slowed. Naval infrastructure is expanding at key bases, alongside ongoing innovation in amphibious and uncrewed systems, driven by significant investment in the military-industrial complex.

In 2025, the Chinese Navy (PLAN) focused on transitioning from conventionally powered submarines to nuclear-powered designs, notably the Type 09IIIB. Bohai shipyard in Huludao is the sole builder for these submarines with an estimated production of seven by late 2025.
