Cirba Solutions Advocates for Domestic Critical Mineral Recovery Before Congress
Cirba Solutions is actively pushing for legislation to enhance U.S. critical mineral supply chains, aiming to reduce dependency on China. With China controlling 70-90% of global critical mineral processing, the need for domestic recovery and recycling is crucial for national security and economic resilience.

Cirba Solutions' President & CEO, David Klanecky, testified on June 24, 2026, before the House Committee on Energy's Subcommittee on Environment, addressing the U.S. reliance on China for critical minerals. Klanecky emphasized that the export of end-of-life batteries and gigafactory scrap represents a national security risk, urging for increased domestic processing capacity.
Cirba Solutions recovers essential materials, including lithium and nickel, and has expanded its processing site in Lancaster, Ohio, increasing capacity by 600% since 2023. The projected demand for lithium is expected to reach nearly 500,000 metric tons by 2030.
Concurrently, Apple is diversifying its supply chain to mitigate risks associated with China's regulatory environment, increasing production in India to reduce reliance on Chinese manufacturing amid tightening U.S. export restrictions. The ongoing geopolitical climate presents challenges for both companies as they navigate supply chain resilience and regulatory compliance.
