COPT Defense Properties signed a build-to-suit lease in December 2025 with the University of Maryland's Applied Research Laboratory for Intelligence and Security (ARLIS) for a 110,000 square foot office building at 4400 River Road, College Park, Maryland. Construction is set to begin in Q1 2026, with completion expected in Q2 2027.

The total capital investment for this project is anticipated to be $65 million. This project expands ARLIS's footprint within COPT Defense's existing portfolio in the UMD Discovery District, which includes four buildings totaling approximately 415,000 square feet, currently 99.8% leased, representing an investment of nearly $100 million.
