This follows a planning inspector's decision in September 2025, which allowed the appeal from Countryside Properties Ltd after a prior refusal in November 2024.
The site, which has been vacant since 2019 and was sold by the Ministry of Defence for £8.85 million in 2022, includes a portion of the only known Roman Circus in northern Europe. The inspector determined that the development would only cause a minimal impact on the conservation area.
The project includes 15 affordable homes and a fund of up to £15,153 for archaeological displays from the site. The decision not to contest the main objection during the inquiry was influenced by negotiations with the developer.
