DHA to Shift Military Health Record Integration from Leidos to Direct Contracts with Five Vendors
The Defense Health Agency will directly contract with Oracle Health and four other vendors for military health records, moving away from Leidos. This strategy aims to enhance efficiency and transparency in health record management.

The Defense Health Agency (DHA) plans to award five sole-source contracts to Oracle Health and four additional vendors involved in the MHS Genesis ecosystem, marking a shift from the previous model with Leidos as the primary integrator. The new contracts aim to improve efficiency by allowing DHA to manage integration directly and reduce reliance on intermediaries.
Issues under the prior single-award model included cost transparency concerns and limited government oversight. The transition will see Oracle Health, Philips North America, Henry Schein, and Solventum Health Information Systems take on critical roles, with full transitions expected between July 2023 and July 2027. The contracts will last up to five years, structured as firm-fixed price and outcome-based.
