DND Constructs Land-Based Test Facility at Hartlen Point for River-Class Destroyers

DEFENSE

The Department of National Defence (DND) has commenced construction of a Land-Based Test Facility (LBTF) at Hartlen Point, Eastern Passage, Nova Scotia, to support the Royal Canadian Navy's new River-class destroyers. Initiated in November 2025, the project is expected to conclude in early 2028, executed by PCL Construction of Dartmouth, Nova Scotia, and will generate approximately 200 jobs.

The LBTF's design aligns with the River-class specifications for combat systems integration. Preliminary site work began in 2023, including roadway access, grading, and utility extensions, facilitating a smooth transition to full construction. This facility is part of Canada’s commitment to NATO defense spending targets and aims to enhance maritime security and international naval operations.
