DND's Hartlen Point Facility Construction for River-Class Destroyers Set for 2028 Completion

Construction of the Land-Based Test Facility at Hartlen Point, N.S., is underway, aimed at supporting the Royal Canadian Navy's River-class destroyers. The facility is expected to be completed in 2028 and will serve as a testing environment for advanced shipboard combat systems.

PCL Construction holds the contract, with work commencing in November 2025 and sustaining about 200 jobs. The complex will cover 12,567 square metres and incorporate environmental protections, including a stormwater management system and measures to ensure shoreline stability. Public access is maintained around the site, which will eventually be named HMCS Assiniboine.
