EBRD Invests €3.629 Billion in Azerbaijan's Renewable Energy Transition
The EBRD has invested €3.629 billion in Azerbaijan, focusing on renewable energy and sustainable development. Key projects include the Garadagh Solar Power Plant and Khizi-Absheron Wind Power Plant, contributing to over 1.2 GW of renewable capacity. In December 2025, the EBRD approved a $100 million Green Economy Financing Facility to support energy efficiency and climate sustainability. The partnership aims to enhance legal frameworks, attract investment, and position Azerbaijan as a leader in green hydrogen production while also addressing urban development and financial sector strengthening.

The EBRD has invested €3.629 billion in Azerbaijan, with €3.375 billion for development projects, emphasizing renewable energy. Key financed projects include the 230 MW Garadagh Solar Power Plant and 240 MW Khizi-Absheron Wind Power Plant, generating approximately 3 billion kWh of clean electricity annually and reducing carbon emissions by over 1.4 million tons.
In December 2025, the EBRD approved a $100 million Green Economy Financing Facility to support energy efficiency and climate sustainability projects. The EBRD collaborates with the Ministry of Energy on regulatory frameworks for renewable energy and has identified opportunities in green hydrogen production for export to regional markets.
