Edward Boddie Named Deployed Contracting Professional of the Year for Hurricane Helene Response
Edward Boddie, a contracting officer with the U.S. Army Corps of Engineers Wilmington District, has been awarded the Barbara C. Heald Deployed Contracting Professional of the Year for his leadership during the Hurricane Helene disaster response. His team executed nearly $2.7 billion in contracts, including $65 million for water purification and $20 million to expedite recovery access for property owners. Boddie focused on equitable recovery, awarding 64.5% of contracts to small businesses, thus supporting local economic recovery.

Edward Boddie of the U.S. Army Corps of Engineers Wilmington District has been recognized as the Barbara C. Heald Deployed Contracting Professional of the Year for his exemplary leadership during the Hurricane Helene response in September 2024.
His efforts led to nearly $2.7 billion in contract actions, including $65 million for emergency water purification for over 300,000 residents and $20 million for streamlining access for recovery crews. He also secured $17 million for advanced drone technology to enhance damage assessments. Boddie ensured equitable recovery by awarding 64.5% of contracts, exceeding $1.6 billion, to small and disadvantaged businesses.
