The City of Elgin, Nebraska, has granted Black Hills Nebraska Gas, LLC, a natural gas franchise, allowing the construction, operation, maintenance, and extension of a natural gas distribution system within the city's public spaces. The ordinance requires the grantee to maintain facilities to meet current and future energy needs, ensuring minimal inconvenience during construction and prompt repairs.

In emergencies, Black Hills Energy may act unilaterally to protect public safety and will seek necessary permits post-emergency. Should the city alter public infrastructure, Black Hills must relocate its facilities at its own expense unless reimbursement is available. The ordinance was passed on January 5, 2026.
