EU Approves €90 Billion Loan to Ukraine and New Sanctions Package Against Russia
The European Council has approved a €90 billion loan to Ukraine, set to begin disbursement in Q2 2026. Alongside this, a 20th sanctions package against Russia has been established, targeting maritime services related to oil trade and expanding restrictions on dual-use technologies.

The European Union has authorized a €90 billion loan to Ukraine, which is expected to cover urgent budgetary and defense needs in 2026 and 2027. The loan will be disbursed in two installments of €45 billion each, with a focus on macroeconomic support (€30 billion) and defense industry enhancement (€60 billion).
Concurrently, the EU's 20th sanctions package against Russia includes a complete ban on maritime services for Russian oil trade and expands the list of vessels under sanctions to 632. It also imposes restrictions on the procurement of LNG transport vessels and maintenance services.
The new measures target 60 organizations aiding Russia's military sector and limit alternative payment channels for financing the Russian economy. Potential impacts include increased pressure on Russia's economy and enhanced EU solidarity with Ukraine.
