The EU previously imposed safeguards in 2018, which will be further strengthened under the new plan.
Additionally, a new 'melted and poured' rule will be introduced to prevent circumvention of trade defense measures, allowing the Commission to target the original melting country if minimal processing occurs in a non-compliant third country.
