Federal Legislation Prohibits Golf Course Construction at Greenbury Point Near Annapolis
Federal legislation included in the 2026 National Defense Authorization Act bars the Navy from constructing a second golf course at Greenbury Point, Maryland. The Senate approved the nearly $1 trillion bill on December 17, 2025, and it was signed into law by President Trump on December 18.
This legislation prohibits the use of 2026 defense budget funds for the golf course and restricts the Defense secretary from using outside funds to improve the area, which is part of Naval Support Activity Annapolis. Greenbury Point is a 230-acre conservation area popular for outdoor activities.
The provision was supported by Senators Chris Van Hollen, Angela Alsobrooks, and Representative Sarah Elfreth, amid concerns about renewed efforts to build a golf course there. Naval Support Activity Annapolis stated it would comply with the new policy while maintaining public access.
