France Continues Funding Al-Haq Despite Leadership Ban
Despite a visa ban on Al-Haq's head, France's development agency authorized an €8.3 million grant to the organization. This funding raises concerns over the transparency of financial support to a group labeled as a terror organization by Israel.

France's development agency, Agence Française de Développement, approved an €8.3 million grant in February 2024, which includes funding to Al-Haq despite its designation as a terror organization by Israel's Ministry of Defense in October 2021. The organization's head, Shawan Jabarin, has faced two visa application rejections since September 2025, preventing him from testifying before the European Parliament's Human Rights Committee.
Al-Haq's funding sources remain opaque, with no financial disclosures made since 2009. The U.S. State Department imposed sanctions on Al-Haq in September 2025 for its involvement in ICC investigations against Israeli nationals. The lack of transparency in donor contributions, including from the EU and several European countries, poses risks to accountability.
