GAO Report Highlights Navy Fire Safety Shortcomings Post USS Bonhomme Richard Incident

The Government Accountability Office (GAO) reports that the Navy continues to struggle with fire prevention during in-port ship repairs, five years after the USS Bonhomme Richard was destroyed. Staffing shortages and hiring limits have hindered effective fire safety measures.

Since 2008, the Navy has experienced 13 serious fires during repair periods, including the Bonhomme Richard fire, which caused $3 billion in damages. Currently, 39 fire safety officers are tasked to cover for 67 needed positions, leaving a significant understaffing issue.

New guidelines recommend one fire safety officer per major maintenance period; however, hiring limitations, effective January 2025, are delaying staff additions. Crews report being shorthanded and have expressed distrust in contractor fire watch personnel, who are often found inattentive. The Navy's enforcement of safety rules and penalties for violations remains ineffective, exacerbating fire safety risks.
