Guyana Defense Force Fails to Return Over $1.7B to Consolidated Fund, AG Report Reveals
The Guyana Defense Force (GDF) has not returned over $1.7 billion in cheques to the consolidated fund for the fiscal years 2021-2024, violating Section 43 of the Fiscal Management and Accountability Act of 2003. As of September 2025, 200 cheques totaling $1.568 billion for 2024 and 94 cheques worth $139.373 million from 2021-2023 remain outstanding.
The breakdown shows amounts of $7.225 million for 2021, $36.188 million for 2022, and $95.960 million for 2023. Additionally, 46 cheque orders totaling $141.249 million for 2024 and 88 cheques worth $442.726 million for 2020-2023 are still unpaid.
A contract for a Hiab Truck priced at $16.9 million, approved for delivery by December 2024, has not been fulfilled. The head of the budget agency has acknowledged these findings and is working to clear outstanding payments and ensure compliance with the act.
