Hainan Launches Three-Year Action Plan for Enhanced Global Business Services
Hainan province has initiated a comprehensive action plan comprising 30 initiatives to elevate international business services over the next three years. Key focuses include credential recognition, customs efficiency, and inbound tourism support, aiming to attract global businesses and talent to the free trade port.

Hainan's action plan, unveiled on April 6, aims to optimize services for foreign businesses through 30 initiatives and 80 measures. A significant feature is the recognition system for foreign professionals, covering 105 overseas credentials from 22 countries, facilitating local title certification without oral defense.
The province plans to enhance customs processes and expand visa-free access for international visitors. From 2020 to 2025, Hainan established over 10,000 foreign-funded enterprises, with total utilized foreign capital reaching $18.652 billion. Additionally, the launch of 11 overseas routes since early 2026 enhances connectivity to 23 countries and 45 cities, while expat satisfaction improved by 11.74% in a recent survey.
