Havelsan's Ongoing Support to Azerbaijan's Air Force: Five-Year Project Overview
Havelsan has delivered capabilities from its HvBS air force information system to Azerbaijan under a contract signed in 2021, with implementation beginning in 2022. The delivery marks a significant milestone in Azerbaijan's military modernization, aligning with the Shusha Declaration aimed at enhancing defense cooperation between Turkey and Azerbaijan.

Havelsan reported on 2 August 2026 the delivery of modules from its HvBS air force information system to Azerbaijan, part of a contract established in 2021. This project, which has been underway since 2022, provides integrated command-and-control systems for air operations.
The HvBS system, operational in Turkey since 2007, consists of two components: the combat management system and the resource management system. Azerbaijan's military is evolving, with an operational fleet that includes MiG-29A and Su-25 aircraft, along with a new order of JF-17C fighters. Havelsan is positioning itself to enhance its market presence amid increasing defense cooperation between Turkey and Azerbaijan, especially with upcoming hardware competitions and joint production initiatives.
