HHS Launches New Cloud-Based Payroll System After Eight-Month Collaboration
HHS has implemented a new secure cloud-based payroll system, replacing an outdated COBOL platform. This transition aims to reduce administrative tasks, enhance service delivery, and align with the Federal Human Resources 2.0 initiative.

The Department of Health and Human Services (HHS) has transitioned from a COBOL-based payroll system to a cloud-based platform, achieved through an eight-month collaboration with the Federal Aviation Administration and the Defense Finance and Accounting Service. The new system is expected to reduce maintenance costs and automate processes that previously took hours, now completing tasks in minutes.
This initiative is part of the OPM's Federal Human Resources 2.0 initiative, consolidating over 100 HR systems. HHS plans to invest $16 million from its FY 2027 budget to enhance interoperability with the new secure system, indicating a strategic shift towards modernized technology governance.
