Hy2gen and City of Oulu Partner to Develop 200MW E-Fuel Plant in Finland
Hy2gen has signed a letter of intent with the City of Oulu to develop a 200MW hydrogen-based e-fuel plant in Finland's Vihreäsaari industrial area. The facility aims to position Oulu as a leading hub for synthetic fuel production in the Baltic Sea region. A cooperation agreement detailing the process is expected in 2026. This initiative adds to Hy2gen's extensive portfolio of green hydrogen projects across Europe and North America.

Hy2gen has partnered with the City of Oulu to create a 200MW hydrogen-based e-fuel plant in Finland's Vihreäsaari industrial area. The land for the facility was secured in November 2025, with a cooperation agreement anticipated in 2026.
This project aims to make Oulu a major hub for synthetic fuel production in the Baltic Sea region, complementing other initiatives like Verso Energy's €1.4bn sustainable aviation fuel facility. Hy2gen's efforts in hydrogen production span multiple countries, including Germany, France, Norway, and Canada, and align with the EU's Renewable Fuels of Non-Biological Origin regulations.
