Arun Jaitley, India's finance and defense minister, is negotiating in Moscow to resolve outstanding issues related to U.S. sanctions that previously restricted bank guarantees necessary for these agreements.
The helicopter project includes a joint venture to assemble 140 units in India, while the S-400 agreement was signed in 2016. The discussions will also cover the leasing of a second nuclear-powered submarine.
