India Targets 60% Local Content in HVDC Substations by 2035
The Ministry of Power in India has updated its 'Make in India' norms, establishing a phased increase in local content requirements for HVDC substations, starting at 30% by 2028 and reaching 60% by 2035. This initiative aims to enhance domestic manufacturing capabilities and localization within the power sector.

The Government of India has revised its procurement norms for HVDC substations, implementing a phased approach to local content requirements. The minimum local content will begin at 30% until March 31, 2028, increase to 40% from April 1, 2028, to March 31, 2030, then to 50% until March 31, 2032, and finally reach 60% by March 31, 2035.
These changes fall under the Public Procurement framework aimed at boosting domestic manufacturing capabilities in engineering, procurement, and construction (EPC) projects crucial for long-distance power transmission. The structured timeline allows the domestic industry to adapt and scale efficiently, promoting localization in high-value projects.
