Major Infrastructure Projects Set for Completion by 2028 Olympic Games
A total of $10.8 billion in key infrastructure projects are underway in California and Hawaii, primarily aimed at supporting the 2028 Olympic Games in Los Angeles. These developments are indicative of broader trends in nonbuilding construction, which increased by 18.7% year-over-year in 2025.

The Los Angeles Convention Center expansion, valued at $2.6 billion, is set to add 190,000 sq ft of exhibit space and a 98,000-sq-ft ballroom, with completion targeted for 2028. Other significant projects include the $1.66 billion Honolulu Skyline Rail, Segment 3, expected to be completed by 2030, and LAX's $1.5 billion Roadway Improvements, aimed to be partially operational by 2028.
Key healthcare upgrades include Kaiser Permanente's $1.5 billion Railyards Medical Center in Sacramento, slated for 2029, and Good Samaritan Hospital's $1.3 billion expansion in San Jose. The energy sector also saw investment, with Helion's $300 million fusion power plant in Washington. Nationwide, construction trends show a substantial increase in nonbuilding starts, signaling a shift in focus amidst rising project values.
