Massachusetts Delays Offshore Wind Contract Negotiations to June 2026 Amid Federal Uncertainty

Massachusetts has delayed contract negotiations between its electric utilities and offshore wind developers Ocean Winds and Avangrid until June 2026 due to federal policy changes. Originally expected to conclude by the end of 2025, the negotiations have been impacted by the termination of offshore wind contracts amid challenging economic conditions.

Vineyard Wind is the only project currently delivering power, while others remain stalled. The Healey administration has proposed extending the offshore wind procurement requirement deadline from 2027 to 2029 and is reconsidering climate goals due to cost concerns. Meanwhile, Massachusetts anticipates hydropower from the New England Clean Energy Connect project, but with offshore wind progression halted, the administration is exploring solar, nuclear, and natural gas expansions, along with potential wind imports from Canada.
