Mayors' Council of Guam Faces Vendor Withdrawal Due to Repayment Concerns
During a recent meeting, the Mayors' Council of Guam discussed vendor withdrawals from waste disposal bids due to concerns over GovGuam's repayment capabilities, with one vendor for white goods disposal already retracting their bid. The council faces outstanding invoices from 2022 to 2024, impacting vendor participation, while plans to solicit bids for metal and green waste disposal are underway. Additionally, funding issues related to a signed MOU with the Department of Public Health and a pending draft MOU for village improvements were highlighted.

During the Mayors' Council of Guam meeting on January 7, 2026, Executive Director Joyjean Arceo noted that vendors are retracting bids for waste disposal due to GovGuam's poor repayment ability. A vendor for white goods disposal pulled out after two bids were issued in 2025.
The council has outstanding invoices from 2022 to 2024, affecting vendor responsiveness. The council received approval to solicit bids for metal and green waste disposal on January 5, with plans to address metal disposal needs.
The council previously exited the Islandwide Environmental Cleanup Program due to procurement issues. Additionally, an MOU with the Department of Public Health was signed on November 18, but funding concerns were raised by mayors. A draft MOU from the Community Defense Liaison Office for village improvements awaits Arceo's signature pending clarification on reimbursement terms.
