Narva Approves New Urban Plan Focusing on Riverfront and City Center amid Population Decline

Narva's City Council has approved a new comprehensive plan aimed at centralizing development in response to a declining population, which sees a loss of around 1,000 residents each year, down to just over 50,000. The plan focuses on the riverfront and city center, opening previously restricted areas for development, which will enable projects such as the Estonian Defense Forces base and expansions in the industrial park.
The plan allows for flexibility and aims to slow the population decline. It also includes potential future tram infrastructure to Narva-Jõesuu, although officials indicate that a tram is not expected for 10 to 15 years.
