Navy Breaks Ground on $52 Million Child Development Center in Virginia Beach

On January 6, 2026, Navy leadership and community partners broke ground on a $52 million Child Development Center (CDC) at Joint Expeditionary Base Little Creek-Fort Story in Virginia Beach. The CDC, designed by Gensler and constructed by Layton Construction, will be the largest in the Hampton Roads area, supporting up to 300 children.

It aims to enhance family readiness and modernize Navy infrastructure, using a progressive design-build approach and prefabricated construction techniques. The facility will include 41,000 square feet with 25 activity rooms, administrative areas, and playgrounds, featuring age-appropriate spaces for infants to preschoolers.

Design completion is expected by January 2026, with construction starting in February 2026 and final completion in 2028. The project will also alleviate childcare waitlists and strengthen community partnerships.
