Navy Reestablishes SIMA Commands to Enhance Fleet Self-Sufficiency
The Navy reestablished Shore Intermediate Maintenance Activities (SIMA) in San Diego and Norfolk to improve self-sufficiency and readiness. By training Sailors in advanced maintenance roles, the initiative aims to reduce reliance on contractors and enhance operational capabilities at sea.

On June 1, 2026, the Navy reinstated Shore Intermediate Maintenance Activity San Diego (SIMA SD) to develop advanced maintenance technicians and enhance fleet self-sufficiency. The initiative aims to minimize reliance on external contractors and reduce maintenance wait times.
SIMA SD focuses on cross-training Sailors through multidisciplinary rotations, improving their troubleshooting skills essential for complex repairs at sea. This reestablishment aligns with the Chief of Naval Operations' goal for an 80% surge-ready Fleet.
The historical context of SIMA dates back to its original establishment in 1978 and aims to reverse prior skill degradation in naval maintenance. The success of SIMA could lead to increased operational readiness and reduced costs for the Navy.
