These documents detail a 'guarantor' system, where Hamas-affiliated individuals are embedded within NGOs to influence operations and redirect aid.
Steinberg highlighted the lack of oversight in donor funding, which surged post-October 7 without adequate monitoring. He cited specific cases, including World Vision's Mohammad El Halabi, accused of funneling aid to Hamas, and hospital officials allegedly linked to Hamas.
Steinberg criticized the role of international bodies, asserting they were aware of Hamas's activities but remained silent. He emphasized the need for enforceable monitoring of NGO funding and raised concerns about the broader implications of unregulated aid flows.
